Update Fall 2007
Meeting
Contributions
We would like to thank the many homeowners who
participated in the lively discussions during our annual
meeting earlier this year. This type of open dialog will
ensure that we hear your concerns, and can take the best
course of direction for our members.
September Board Meeting
Our next board meeting will be held on Tuesday, September
25. The meeting will be held at the PCCC clubhouse at 7:00
pm. This meeting is open to all homeowners.
Over-due “Thank You’s”
On behalf of the residents of Paint Creek, we would like
to thank the many volunteers who have generously donated
their time to assist with neighborhood improvements. Our
Christmas lights were removed, cleaned, and packed for
storage, and our flower beds were cleaned, weeded, and
planted with an array of beautiful flowers. We have even
noticed some of our homeowners mowing adjacent vacant
lots! During difficult economic times, these efforts have
helped us maintain a high standard of appearance, while
managing costs. To all those who generously donated your
time and efforts, THANK YOU !!
Lake Treatment
A great deal of discussion has been generated by the
condition of the lake and weeds this year. The combination
of drought, low water levels, and lack of weed control
chemicals created an unsightly amount of plant life in our
water. The lake has now been treated, after permits were
received from the Department of Environmental Quality. In
years past, these tasks have been completed entirely by
the golf course staff, and our association has been billed
for a portion of the cost. Since assuming control of the
association, we have worked to ensure that our share of
the cost is correct, and have in fact reduced it
significantly, to an appropriate level. Unfortunately
during the spring, permits were not requested from DEQ in
a timely manner. The application review process currently
takes 6-8 weeks. Although later than usual, we have been
ensured that the process is still vital to the long term
health of the waterway. We have also taken steps to ensure
that the process is followed rigorously in the future.
Road Condition
Many of you have asked about the condition of our
(internal) subdivistion roads, including the eventual
top-coat layer, recent deterioration, and road cleaning.
According to our bylaws, the developers are required to
post a bond sufficient to install the remaining ‘topcoat’
layer to our roads. This layer is to be installed once we
reach a level of 75% build-out, to prevent un-necessary
damage to the final layer from construction traffic. We
have verified that the required bond is in place, and we
will initiate the final paving as required. Remember that,
since we live on private roads, their condition and
maintenance is our responsibility as homeowners.
We continually monitor our road condition, both for
aesthetics of our community, and fore the safety of
residents and visitors. A number of significant
‘sinkholes’ which developed over the summer have now been
fixed, through the generosity of DTE Energy. We are now
actively soliciting bids for repair of several remaining
potholes. We anticipate that this issue will be remedied
within the next few weeks.
Road cleaning (sweeping) is typically conducted late each
summer, to free the roads from accumulated dirt and small
debris. This service has been requested, and will be
conducted in the near future.
Parking Concerns
With the summer and fall months we often experience a
higher level of social activities, including visitors
joining our neighborhoods for short visits (graduations,
weddings, cookouts, etc.) This is a common and welcome
characteristic of our area. Unfortunately, we have also
experienced a number of issues with un-authorized parking
in our driveways and streets. Remember that you should
always comply with the association bylaws, and be
courteous to your neighbors. Specifically, please
remember:
- parking of recreational vehicles outside is prohibited
- no vehicles may be parked overnight in the driveway
- vehicles parked in driveways or on the street should be
those of persons visiting homeowners
- vehicles should never be parked in a manner which limits
or impedes the natural flows of traffic (especially near
driveways and cul-de-sacs)
Budget News
Continued efforts to manage our expenditures and cash
flow, along with the dues increase recently approved, have
improved our financial position. Operating expenses have
been maintained below budget levels at the mid year point.
We are forecasting the full year expenses to be at or
below budget levels, which will allow us to maintain a
cash reserve. Most homeowners have submitted payment of
the dues increase for 2007 (thank you!). Those who are now
delinquent have been contacted individually.
The recent home sales have enabled us to collect past due
amounts from the lien holders, and their records have been
updated accordingly. We are glad to welcome our new
neighbors to Paint Creek!
Grounds Upkeep
In our efforts to continually improve, we are working with
our service contractors to ensure that their work meets or
exceeds our requirements, and the wishes of our
homeowners. This includes lighting, roads, trees, flowers,
sprinklers, etc as they relate to the common areas. Should
you have any concerns or suggestions, please bring them to
the attention of our board members.
Curbing Your Dog
When taking your dog for a walk be considerate and pick up
your dog’s droppings and dispose of them properly. We
realize that many of the lots are vacant and are
convenient for the animals. However, as children do play
in the vacant lots, and many golfers look for their stray
golf balls, this can pose a health hazard. We appreciate
your cooperation.
Trash and Recycles
Homeowners are asked to remember that according to the
bylaws, everyone is required to adhere to a common day for
trash pickup (currently Thursday). This is intended to
ensure that we only experience one day of the week with
cans, boxes, and bins at the curb.
Please remember to secure the items you place out for
collection. Newspapers and plastic jugs should be
‘weighted down’ or otherwise contained. There have been
many incidences of loose items which have blown into
neighbors’ yards, construction sites, and empty lots.
This, of course, creates an eyesore in our otherwise
attractive neighborhood.
New Ideas
Ideas and suggestions are always welcome! The board
members conduct our duties on behalf of our members, so
please ensure we know your concerns, suggestions, ideas,
etc. We can be reached by email via the website links, or
we are also open to approach around the neighborhood, at
the club, etc. Please be a part of the solution by
bringing us your suggestions!
Communications
Several homeowners have requested that more information
about the association be made available. We have begun to
issue more frequent updates of the information on our
website, and will continue to do so. It has also been
suggested that significant issues be communicated via
email distribution. If you wish to take part in this,
please send a confirming email to one of the board members
via the links on our website. Email addresses will not be
distributed, and will be used for Association business.
